

Recognizing a growing trend of American retirees
living at or near poverty, Congress enacted
legislation creating Medicare Savings Programs that
provided financial relief to low-income Medicare
beneficiaries by, together with State Medicaid
programs, paying for their Medicare Part B Premium
(currently $93.50 per month) and paying for other
out-of-pocket expenses for some program enrollees.

While Medicare Savings Programs offered significant
benefits to Medicare beneficiaries most in need,
participation in the programs remained very low.
Limited participation has been attributed to lack of
awareness and complex application procedures.

In June of 2000 the Centers for Medicaid and
Medicare Services (CMS) empowered Medicare Advantage
Health Plans (formerly known as Medicare+Choice) to
conduct outreach to their members eligible for
enrollment into Medicare Savings Programs.

SSC provides fully outsourced outreach and ongoing
retention services for the Medicare Advantage plans.
Through 2003, SSC has aided tens of thousands of
Medicare Advantage members with enrollment in a
Medicare Savings Program; generating significant
income for disadvantaged Medicare beneficiaries.
While providing an invaluable service for low
income individuals, SSC has also proven to be an
effective revenue enhancement partner for Medicare
Advantage plans. Today, SSC is providing outreach
services to 24 Medicare Advantage plans in 22
states; which has resulted in tremendous increases
in net revenue for our client health plans.
