Cindy Bridges joined SSC in 2005, bringing 25 years of Medicaid eligibility experience with her.

For 15 years she was with the Oklahoma Department of Human Services working as an eligibility caseworker and supervisor followed by 10 years with the Texas Health and Human Services Commission as a Medicaid Eligibility Specialist, Medicaid Eligibility Supervisor and Program Manager for Long Term Care Services. Her tenure in Texas included service in the Houston region and most recently the San Antonio region in Medicaid and Medicare Savings Programs.

In addition to overseeing the Government Relations department, Cindy is responsible for maintaining SSC’s relations with federal agencies and for implementing data sharing agreements with Medicaid Administrations.

Linda has more than 20 years’ experience in Medicaid administration and Medicaid managed care organizations.

Prior to joining SSC's Corporate Development and Government Relations team in 2004, Linda managed and helped develop the “Medicaid in the Public Schools” program for the State of Arizona. Previously she served as a Public Information Officer for Arizona Health Care Cost Containment System (AHCCCS), the Medicaid Administration in the State of Arizona. In that role, Linda also held responsibility as a community and media liaison for the Medicaid Administration, and served on numerous boards of directors, including the Arizona Public Health Association.

Linda is responsible for cultivating collaborative relations between SSC and government agencies throughout the western portion of the United States.

Kathie Henry brought more than 30 years’ experience in Medicaid policy and program administration when she joined the SSC Government Relations Team in 2007.

As Director of Health Care Eligibility and Access for the Minnesota Department of Human Services (DHS) she was responsible for the overall design, development and quality of Minnesota Health Care Program eligibility policy and program administration from 1996 to 2007. Kathie worked with a team of State legislators and DHS leadership to draft, design and implement numerous Medicaid expansions including MinnesotaCare, Medicare Savings Programs, the long term care provisions of the Medicare Catastrophic Coverage Act, the Minnesota Prescription Drug Program and Medical Assistance for Employed Persons with Disabilities. Kathie was also responsible for the development and administration of the Minnesota Health Care Program Outreach Grants program. She was an 18 year member of the CMS/APHSA Eligibility Technical Advisory Group (E-TAG) and served as a Medicaid expert on many working and advisory committees at both the state and federal level. She is currently a member of the Medicare Rights Coalition in New York and the National Eligibility Workers Association.

Vicki Jessup brought more than 12 years’ experience in Medicaid policy and program administration when she joined the SSC Government Relations Team in 2011.

As the Policy Section Chief for the Wisconsin Department of Health Services (DHS), she was responsible for eligibility policy for Medicaid, the Children’s Health Insurance Program (CHIP) and the Supplemental Nutrition Assistance Program (SNAP). She collaborated with advocates and government officials in federal, state and local agencies to plan, implement and communicate program changes, and managed projects to enhance Wisconsin’s eligibility systems and enrollment processes. Vicki also had a major role in the planning and implementation of several Medicaid expansions in Wisconsin including SeniorCare, BadgerCare Plus and the Core Plan for childless adults. She earned a Bachelor’s degree from the University of Wisconsin- Madison and a Masters Certificate in Project Management from the University of Wisconsin- Platteville.

Vicki is responsible for cultivating collaborative relations between SSC and government agencies in the Midwestern region of the U.S.
